Daniel is an experienced portfolio, programme and digital delivery leader with a proven track record of building motivated teams that deliver outcome-focused services. He has over 18 years’ experience as a former civil servant, leading multiple central government initiatives.

Daniel embodies a strong servant leadership ethos and specialise in agile and waterfall delivery, digital delivery, product and service ownership, business transformation, and policy implementation. He excels in stakeholder engagement and management and has built and led portfolio management services for public sector organisations. He has also led award winning teams in government that have been recognised globally. 

Key achievements

Provided PMO leadership for a local authority’s transformation programme to deliver £65m of savings over 4 years while improving services to residents. The programme delivered £20m of auditable savings in the first year of delivery with a roadmap for a further £45m savings. 

Led the £36m development of a bespoke digital service and infrastructure and introduced 7 Clean Air Zones across England. This service formed part of the ministerial environmental bill where I was required to report to the Secretary of State and Ministers of both Transport and Environment departments. 

Reporting directly to the Minister of State for Department for Transport, led a £4m UK wide programme to deliver a new Blue Badge GOV.UK service across local government in England, Wales and Scotland. The service instantly increased digital take-up by 28%; 85% of applicants submitted completed applications which reflected a reduction in processing times from 29 days to 16 days. £4.75m annual saving for Local Government. 

Led and passed numerous Government Digital Service Assessments working to the UK Government digital service standards. 

Accountable for leading the service delivery for key ministerial and policy objectives assuring Secretary of States and Ministers of delivery confidence whilst establishing and achieving data sharing opportunities with other countries.  

Procured and stood up a customer contact centre of over 120 people supporting a major UK government department to deliver assisted digital service offerings. 

Led an accelerated procurement and contract award of a new Direct Debit payment provider to meet the user needs of UK Fleet industries. This feature was adopted by GOV.UK Pay and the Government Digital Service as a future service offering.  

Led the transition of multiple capabilities to a major UK government agency and delivery partner as part of service transition. 

Created the digital and policy strategy for UK road charging and environment targets supporting the further introduction of Low Emission Zones across the UK as well as acting as an ambassador for UK in openly assisting countries internationally to reduce NO2.
