Dave is a motivated and experienced project delivery professional, specialising in helping IT leaders and executive teams deliver successful change. With over a decade of experience in programme and project management, Dave has delivered a range of UK-wide services and initiatives while mentoring teams transitioning from traditional waterfall to agile methods, shifting focus to insight, iteration, and continuous improvement. His experience includes managing multi-million-pound change programmes, from IT implementation to organisation design.
Dave is passionate about applying agile principles in delivery, with expertise in both agile and waterfall approaches. Dave enjoys driving teams to deliver high-quality results under tight financial and time constraints and has extensive experience managing multi-million-pound budgets and complex supply chains. He often acts as the key link between operational business, HR, finance, and IT, ensuring continuous improvement.
Key achievements
→ Led the market analysis, supplier engagement and commercial activities across 19 local authorities and 6 health boards in Wales to ensure alignment with shared requirements within the required timescales of the systems implementation.
→ Successfully delivered desktop transformation programme for a government agency, using agile delivery principles. Reduced EUS costs by £205 per user, per year.
→ Led the delivery of £1.5m procurement programme for a government department, avoiding financial penalties and maintaining service.
→ Critical friend advisory role to a government department CTO on successful £100+ million p.a. IT contract exit and re-procurement programme.
→ Product lead for future of HCM/ERP services across central government, developing ERP cloud strategy and associated framework.
→ Advisory to 2019 Innovate to Save programme, providing strategic guidance and costing support to seven programmes of work totalling +£3m.
→ Delivered £2m End-User Service organisation design and roadmap for a government agency, shifting the critical focus of work from project to product delivery. Created an organisation structure and governance to support continuous improvement and delivery.
→ Built multi-disciplinary team across internal communication, training and business change team to successfully deliver organisation culture change as part of a £2m delivery programme
→ Delivered successful TUPE of 300+ staff as part of largest IT in-source in central government. Management of £15m transition team to support service continuity through IT contract exit.
→ Delivered £2m infrastructure refresh of the most significant transactional service in Uk government, generating income of more than £3 billion per annum.
