Strategy & Transformation Director

Tim is a seasoned digital leader with over 15 years of senior leadership experience, specialising in strategy, delivery, and supplier management. He has operated at board level to successfully deliver a range of UK-wide services and initiatives.

With a strong focus on Agile methodologies, he has led the delivery of complex, large-scale, and high-risk IT applications and infrastructure developments within major business and cultural change programmes, spanning the full change life cycle.

Tim has also played a key role in shaping digital strategies at both national and organisational levels. He understands the importance of building strong, collaborative teams to produce high-quality outcomes within tight financial and time constraints. Passionate about sharing best practices and real-world experiences, he is committed to upskilling individuals and organisations alike.

Key achievements

Provided programme leadership to local authority to create and launch a transformation programme to deliver £65m of savings over 4 years while improving services to residents. The programme delivered £20m of auditable savings in the first year of delivery with a roadmap for a further £45m savings. 

Led the alpha phase of the new Centre for Digital Public Services in Wales including delivery of the first digital squad into three local authorities, creation of a knowledge sharing approach, a discovery into a digital skills and capability in Wales and leading supplier management in a multi-vendor delivery environment.

Supported creation of the digital strategy for Wales resulting in a strategy focused on outcomes, accompanied by an action plan and a roadmap for delivery that had buy in from diverse stakeholders across Welsh Government. 

Introduced digital and agile ways of working into a number of organisations such as a major water company in Wales and Local Authorities by delivering change projects and transferring skills while delivering positive outcomes. 

As Programme Director at Government Digital Services, he was responsible for mobilising a government wide common technology services programme and co-ordinating change across multiple departments and programmes. 

Interim CTO and Programme Director for a successful major IT in-sourcing within UK central government. He pioneered a unique approach to save approximately £250m from total IT running costs and led an organisation re-design to enable the department to take responsibility for its IT services. Leading the transformation of the commercial landscape to an in-house team, disaggregating the major IT contracts from a single prime supplier with 600 sub-contracts. 

Programme managed major changes that reduced a UK government agency’s total operational running costs by 20% or £100m p.a. This included introducing digital services as well as closing a national network of 39 offices and transferring approximately 1,000 roles to Wales.  

Programme managed a business re-engineering exercise to drive a digital transformation while reducing government red tape and burdensome processes for customers and stakeholders. 

Contributed to three of the twenty-five exemplar services to the Cabinet Office’s Government Digital Services Transformation Programme.
