Holly Bremner
Holly has over 20 years’ experience leading organisational transformation, strengthening reputation and aligning internal culture with external brand across local government, national public bodies and commercial sectors.
Most recently, as Interim Head of Communications at Mid Sussex District Council, she was a member of the senior leadership team with responsibility for rebuilding and modernising the communications function. She re-centralised operations, recruited and developed a high-performing team, and implemented a new strategy to shift the organisation from passive information sharing to active stakeholder engagement. She also led communications for major regeneration programmes and advised on Local Government Reorganisation and other high-profile, complex issues.
Previously, as Head of Communications at the Construction Industry Training Board, she led a 23-person team and managed a £6.2m budget, modernising the operating model and embedding an audience-led, insight-driven approach. She supported executive leadership through organisational realignment, strengthened reputation management capability, and integrated data-led reporting to improve performance and accountability.
Governance and executive advisory remain central to her work. Across roles at Coventry City Council and Rutland County Council, she has acted as principal adviser to chief executives and senior leaders, establishing internal communications frameworks, supporting culture change, and enhancing engagement with colleagues, elected members and external stakeholders to optimise organisational performance and public trust.
